Do you need a Building Permit?

    If you are planning to do any renovating or new construction around your home or property, it is very likely that you will need a building permit. Not knowing what is required when contemplating a building project can be intimidating. Asking questions and getting the correct information before you begin can help ensure that your project goes smoothly.

What is a building permit?

    A building permit is a document that grants legal permission to allow you to begin your building project.

Why is a building permit required?

    A building permit is required to protect the health, safety and well being of you and your community by ensuring that all construction aligns with minimum safety and community standards. City staff will review your project design and inspect the completed project to ensure that it complies with the applicable zoning regulations and Manitoba Building Code and Building By-law requirements.

What if I fail to take out a building permit?

    Failure to apply for building permits could be costly for you as a homeowner.
> Work that has been done and paid for may not comply with code requirements and could result in costly repairs.
> Insurance coverage may be denied
> Removal of work may be required
> Double permit fees may be applied
> Legal action may be initiated to ensure compliance.

What construction projects require a building permit?

    A building permit is required for new construction, additions, alterations, renovations, relocations, and repairs or rehabilitation of a building or structure.

    Electrical, mechanical, and plumbing permits may also be required.

What construction projects do not require a building permit?

> Replacing stucco, siding, or shingles with the same material
> Replacing doors when the opening is not altered
> Replacing an open landing and stairs
> Constructing fences o Patching, painting, and decorating
> Installing cabinets and shelves

Who can take out a permit?

    As the homeowner, you are responsible for obtaining the necessary permit(s). If you choose to have your contractor take out a permit on your behalf, make sure that it's done before the project gets started.

Where do I get a building permit?

    The Zoning and Permits Office is located at Unit 31-30 Fort Street (Fort Garry Place directly behind the Fort Garry Hotel). Free customer parking is available in the parking lot located at Fort and Assiniboine.

How can I get more information?

Not sure if your project requires a permit? Uncertain whether the electrical or plumbing contractor you hired is licensed by The City of Winnipeg to perform the work? Not sure if the proposed work requires the expertise of a design professional (architect, engineer)?

> Finishing previously unfinished spaces such as rec rooms,family rooms, attics, etc.
> Repairing and underpinning foundations
> Installing solid fuel burning appliances such as wood stoves and fireplaces
> Installing pools (including any device capable of holding 600 mm (24 in.) or more of water)
> Constructing decks in excess of 200 mm (8 in.) above the ground o Installing satellite dishes
> Constructing temporary buildings o Constructing accessory buildings (storage sheds, etc.) exceeding 10 square metres (108 sq. ft.)
